CONGRESS REGULATIONS

 

The Congress Regulations were adopted by the 4th Council Meeting (Turin, 9-11 February 1996) and were changed by the adoption of the Standing Orders at the 6th Council Meeting (Helsinki, 27-29 March 1998), and amended by the Helsinki council of the EGP on 5-7 May 2006

ARTICLE 1

In addition to the Statutes and the Standing Orders, this document contains all necessary regulations for the preparation and organisation of the Congress of the European Green Party, which takes place in Geneva on 13-15 in October 2006.

ARTICLE 2

According to Art.9e of the Statutes, these Congress regulations have to be adopted by the preceding Council meeting by two-thirds majority of the votes present.

ARTICLE 3

All proposals for the revision of the programme, strategy papers or political statements have to be prepared by the Committee.

ARTICLE 4

The allocation of the delegates per member party is done in line with the rules stipulated in the Statutes. The Secretary General submits a calculation to the Council, based on the elections that have taken place up to the end of the year 2005 except for the Italian results of April 9, 2006. The Council approves the allocation. In event of any disagreement, the matter is submitted to the Mediation Committee of the Council which, after consultation with the Party concerned, makes a decision, conform article 22 of the Statutes .

The member parties are requested to present by 30 June the names and contact information of their delegates to the EGP office. Organisations and movements, which have been granted observer status at Council meetings of the EGP, are entitled to nominate two persons by 30 of June 2006 with full speaking rights and the possibility of submitting of proposals.

ARTICLE 5

The Committee informs the Council delegates by September 1st 2006 on the special guests and on any representatives of other organisations or movements that it intends to invite to the Congress.

ARTICLE 6 

Only points of order about the procedure of the congress are valid. The Congress chair decides about the validity of the point of order. Points of order have to be presented at the registration table.

ARTICLE 7

Guests and other persons, who do not belong to the official delegations of the member parties, are entitled to speak or to present proposals within the scope of the opportunities offered to them by the Chair of the Congress.

ARTICLE 8

The EGP is responsible to search for funding. The EGP can only reimburse the expenses of two delegates per member party to attend the Congress, if the criteria established in the Financial Rules for Council meetings apply.

ARTICLE 9

The following rules are applicable for the discussion of the resolution 'Future of Europe'

9.1   Aim

The congress wants to discuss and adopt 'The Future of Europe' resolution, which should provide a basis for the programmatic work of the EGP for the next years.

9.2   Invitations

The delegates appointed by the member parties and the observers to the EGP will receive the draft resolution 'The Future of Europe' early in July 2006. Delegates will receive the congress folder with the amendments, in the third week of September.

9.3   Reactions and amendments

  • Reactions and amendments on the draft resolution can be presented by email, post or fax until Monday September 11 at midnight.
  • The text which is to be presented for voting at the congress is the resolution as presented by the Committee and sent out to member parties early in July 2006.
  • The committee, on the proposal of the working group, decides about the validity of amendments based on two criteria:
    1. the Guiding Principles as adopted by the Congress of the EGP in Rome in 2004
    2. and if the amendment fits in the scope of the resolution drafted by the working group.
  • The committee tries to include as many reactions and amendments into a new draft resolution and will classify the amendments in three groups:
    1. The amendments and reactions that are included in the new version of the resolution
    2. The reactions and amendments that present a different choice or that oppose the resolution are presented in the congress folder as amendments to the new resolution and are presented to the congress for a vote
    3. Interesting reactions and amendments that cannot be integrated in the scope of the resolution are referred to later council meetings

9.4   Speaking time

  • All those who want to speak on amendments or on the resolution have to register at the registration table and indicate that they will speak against or in favour of the mentioned amendments or part of the resolution.
  • The registration for each part of the resolution will be closed 15 minutes before the start of the discussion of that part of the resolution. 
  • The congress table sets a speaking time for each of the parts of the resolution and for each of the speakers and finalizes the list of speakers for each part of the resolution.

9.5  Voting right

  • The voting right is given to the delegates of the member parties of the EGP, duly registered by the office of the EGP before 1 September 2006

9.6  Decision making process

a. Decision making for amendments and resolution
    • First the new draft resolution is voted on as the basis for the amendment procedure.
    • Secondly, the amendments of the resolution are put to a vote by the congress in order of each part of the resolution
    • Amendments that receive the needed majority in conformity with articles 11 and 12 of the Statutes are introduced into the resolution text.
    • The Congress Chair can propose to the congress to postpone certain parts to a future debate in the Council. This proposal can be accepted by the congress with a normal majority in conformity with articles 11 and 12 of the Statutes.
b. The majorities conform to articles 11 and 12 of the Statutes.
    • Voting at Congress shall be by 2/3 majority vote of those casting a negative or affirmative vote.  Votes are only valid if half of the votes present are voting in favour.
    • Votes are only valid if 2/3 of the allocated votes are present in the Congress.

ARTICLE 10

With reference to Article 21 of the statutes of the EGP/EFGP, the Council prolongs the period of transition till after the Congress in Geneva 13-15 October 2006.
